Synthetic fluoride bound for water supply spills, eats concrete

Footage taken in Rock Island, Illinois shows HAZMAT clean-up of hazardous hydrofluoric acid spill.  The chemicals had leaked from a tanker before being added to drinking water supply.  This is not the naturally occurring fluoride, but a kind produced in the smoke stacks of factories.  So, why is this concrete-eating, synthetic by-product added to drinking water?
